Il est bas\u00e9 sur\u00a0 l&#8217;utilisation de TCP\/IP au travers de liens radio et de VPNs, via des routeurs Plug and Play (TKBox). Il utilise exclusivement des logiciels libres. Il assure notamment l&#8217;interconnexion de sites et de relais radio (analogiques et num\u00e9riques) \u00e0 travers l&#8217;\u00eele.
